George Jenkins
Inspector George Jenkins was a child prodigy. He left school early and ran away from home to join the army, finding a place in the exclusive Beacon Corps, training under Valis Nazarian, a legendary hero. The lack of public record for George’s activities in the years that followed lead to much speculation.
Returning home for personal reasons, he searched for a career worthy of his skillset, spending some time in the secretive Wizard Block, before finally settling into a Boots role within the CCPD. His natural skill and prowess got him far in the past but it makes no friends in the city, where everyone has an angle and something to prove.
Instead, he keeps his head down, his walls up, and works as hard as he can to make the world a little bit better. His mystique and cloudy history has made him a legend in the Department.
From a young age, George was interested in the Police. His father was a decorated officer and always encouraged George to pursue the just course with all aspects of life. He was George’s hero.
Growing up, George had interests outside of the norms for his age group and, as a result, found himself the target for many bullies in his life. It took a single incident with a bully in 1993 to set George on a painful journey of self-discipline and focus, that would ultimately lead to his infamous career as an officer of the law.
In 1997, George joined the Beacon Corps, a brutal branch of the military that’s known for its elitism when selecting its programme graduates.
For four years, he underwent training in armed and close-quarters combat, being deployed briefly in Eastern Europe as part of a seven month training stint. During his down-time he sought further training in combat from his squadron leader, Valis Nazarian, who was a legend in the field.
Despite impressing the higher-ups, George would leave directionless.
In 2001, at the age of 23, due to family issues, George moved back closer to home, and joined the Cardiff City Police Department. However, due to his overqualification, and strangely dynamic skillset, the Department struggled to find a place for him, so they trialled him in several areas that were in need of officers.
Finding most of the work unfulfilling and tedious, he briefly found a semi-permanent settlement in “Wizard Block” – a secretive division of the Department that dealt with cases of unexplainable nature.
Partnered with Detective Steve MacEnroy, with whom he bonded through the renown of their equally legendary fathers, he tackled many classified cases over the course of just a year.
For personal reasons, he left Wizard Block and joined the bottom ranks of Field Operations, ascending quickly due to his skill and training.
To his surprise, George found fulfilment in the sense of progress that Field Operations gave him. He was quickly promoted to the rank of Inspector after impressing the governors with consecutive annual success reports all in the green.
With this new rank came the need for George to take on an aspiring Detective as a mentee – part of the Department’s recent policy changes. After several failed partnerships, he was convinced to take a chance on a former school acquaintance who had just finished touring Europe with his band and was looking for a fresh start in something that would benefit others: a young, long-haired man named Brandon Walsh.
Through a combination of George’s feeling of debt to Brandon, and how much the notion of Brandon’s presence in the Department irked Commissioner Brown, George was insistent on Brandon being his field partner.
Pressured by Brown’s witch-hunt through the proper chains of command to get Brandon blacklisted, George rushed him into his first field operation on a day that would forever change their lives…
In October 2006, after many successful missions since the ‘14:15 to Devon’ case, or what was henceforth referred to in official documents as ‘The Incident’, George and Brandon were set to finally arrest the elusive Viktor Ringleader.
Ringleader’s ongoing dealings had reached the media, fuelling public speculation and panic, prompting the Welsh Senate to allocate more funding towards finding and apprehending Ringleader.
Word had reached a close-knit group in the department that Ringleader was meeting some mysterious underground contacts for an exchange of technology, thought to be weapons, in a secluded warehouse at the Cardiff docks.
In the ensuing raid, a firefight broke out. Several armed officers were killed in the battle, including decorated Sergeant Neal Christmas, who had been heading the Ringleader manhunt team since its formation. A funeral was held shortly thereafter, which was broadcast across the United Kingdom.
George and Brandon, however, were instrumental in the arrest of two persons of interest in the Ringleader case – Seraph Samsonite and Gonzales Rodriguez.

Brandon Walsh
Brandon Walsh didn’t care much for school, choosing instead to focus on his band, and generally having fun. Thanks to a hefty inheritance at a young age, Brandon was able to fund his band’s – Obese Vacation – tour of Europe as well as several more local runs. They did quite well in the late 90’s but ultimately fell apart when the members matured.
Trying to land on his feet, Brandon leaned into his other passion, graphic design. Struggling for a while as a freelancer, he had an epiphany looking around at his friends in comfortable office jobs with little work to actually do, and called up a kid he went to school with once – George Jenkins.
Owing Brandon a favour, George fought his corner as much as he could, despite nobody wanting to give Brandon a job with responsibility attached. Perhaps with a mix of tenacity and seeing something in Brandon, George pulled the right strings to take Brandon under his wing as a trainee.
While in school, Walsh formed a thrash metal band called Obese Vacation, for which he played drums and wrote lyrics. The band was quite well known in the South Wales music scene in the late-90’s, primarily for their satirical tone and avant-garde attitude. Brandon left school in May 2000 at the age of 19.
For two years following his departure from school, Brandon lived off his savings and an inheritance. During this time, he worked as a freelance graphic designer, and even funded a mostly unsuccessful European tour for Obese Vacation.
He parted ways with the band in late 2002. Around the same time, he started working as a trainee officer in the Cardiff City Police Department, under the wing of Detective Inspector George Jenkins.

‘Amigo’ Gonzales Rodriguez
From a young age, Gonzo and his twin brother Julio were left with only each other to rely on.
The twins fought hard to make a living in the UK. Julio bounced around jobs in retail and hospitality, and Gonzo joined the Liverpool Metropolitan Police Department – something Julio resented. The martial arts training instilled in them as children by their father, as well as rigorous training under experts like Valis Nazarian, shaped the twins into physically dangerous men. Julio preferred to keep his ace in his sleeve, however.
When Julio’s mental health started to decline, Gonzo left his job and the two moved south, ending up in Cardiff, starting from scratch. They pulled several cons and hustles for paying clients, making their home in Rust City for a time, before vanishing into the clutches of Black Mist – a local criminal organisation with deep and mysterious roots…
The Rodriguez family emigrated to the U.K. in the early 80’s. Amigo and his brother Julio were home-schooled, being taught English as their primary language. The family moved around the country quite often.
In June 1998, Amigo joined the Liverpool Metropolitan Police Department and excelled in all aspects of the force. He was assigned to many high-profile and successful cases.
Between August 2000 and March 2004, no records of Amigo exist within the government database. He was seen operating with the secretive and notorious “Black Mist” criminal gang, before vanishing from the grid once more.
Amigo resurfaced in 2006, during the famous failed raid of Warehouse 026 in Cardiff Docks.
After Viktor Ringleader escaped, a gunfight ensued between the C.C.P.D. and Black Mist, resulting in several deaths on both sides. However, several Black Mist members were arrested, including Rodriguez.
The arresting officers were Inspector George Jenkins and Detective Brandon Walsh.

The extremely qualified Science Division of the CCPD is something to behold. It’s rare they ever work on criminal cases, being set up decades ago in partnership with the United Task Force. Most often, they find themselves working closely with Wizard Block on all kinds of classified cases. Their labs are located in the sub-levels of A-Wing.

These officers are sent out on drug-related missions, often managing the investigations within their own department. Each officer is partnered with a well-trained canine. They can be found on the West side of B-Wing’s 2nd Floor, as well as the Kennels on the ground floor of B-Wing.
These officers always come in twos or threes and each unit is assigned at least one vehicle. They specialise in road patrol and traffic-related crime. They take up the ground floor of C-Wing, as well as the underground garages.
These officers operate secretly within the Department, with their own entrance and exit into the station. They specialise in unexplained cases, often being ridiculed outside the block. They’ve worked closely with the United Task Force for several decades on classified cases. These officers work closely with Field Ops, Homicide and Toxicology, attending crime scenes and using their scientific skills to determine unique case details. They inhabit the East side of A-Wing’s 1st floor and the whole of A-Wing’s 2nd floor.
These officers work with almost every other division to research and document prospective and active cases.
These officers investigate any and all fatalities in the City District, further pursuing cases that subsequently turn out to be suspicious.
These specially-trained officers are reserved for situations that require more firepower. Most of the time, they double as officers in other divisions, commonly being found in Field Ops.
Several similar divisions are collectively known as Chefs. They are mostly scientists working on bloodwork, drug tests and other chemicals, but some are involved in secretive operations in coordination with Wizard Block.

Team Alpha
Team Alpha is a secret U.S. government operation, founded in 1996. It is a team made up of the most elite soldiers on Earth. Its line-up has changed over the years since its formation, but each member must have a highly prestigious record in order to be considered for the team.
Former President Layton Hawke saw the need to have a team of unique individuals who could be deployed in situations that others couldn’t.
Immediately after his re-election, he began the vetting process, eventually selecting five highly-skilled and highly-decorated American soldiers and mercenaries.
The original line-up consisted of Wallbreaker, Angel Edison, Deane Grey-Combs, Onkar Persson and newcomer John Schoch.
Team Alpha’s first official mission in the winter of 1996 was equally unofficial. Not much is known about the events that led to Team Alpha’s first major victory, but the records show that there was a siege somewhere.
In a salvaged interview with Hawke, he states:
“[This] is the exact reason this team even exists. When everyone was telling me it was unfounded, I pressed on and that’s ultimately what won this battle for us today.”
In the interview, without being too specific, Hawke goes on to say that the victory has won the world new and valuable allies. It is presumed that, if the Tricade Declassification Act remains honoured, many questions about this event will be answered in 2026.
During the Siege, both Angel Edison and Onkar Persson were killed. As a result of this, former leader Wallbreaker left the team. Deane Grey-Combs, adopting the name Greywolf, took over command of Team Alpha by 1997.
The five years following the Siege were seen as Team Alpha’s “glory days”, as quoted by President Jameson Choi. Having justified Hawke’s concerns, Team Alpha was allowed to remain operational. They embarked on a long series of successful missions into enemy territory.
New members of the team included Andrew “Reaper” Samuels, Coyston Siler, Alistair “Owl” Masterson and the infamous war criminal Fenris Young.
In 1999, following a violent altercation between Greywolf and Schoch, Greywolf was forced to leave the team. Shortly thereafter, The Reaper assumed command of the team. The success continued under his guidance for another few years, bringing the United States of America to its highest point of power.
In July 2001, Team Alpha were sent behind enemy lines once more. This time, the mission was Russia. The team were meant to rendezvous with a Dutch agent named Caidenn Rorttsagh and exchange information. However, Johnny Schoch, now using the codename “Shock”, was captured and held for nine days within a secret Russian base.
The rest of Team Alpha – The Reaper, Coy Siler and The Owl – barely escaped.
The team’s main concern was that the Russians now had the identity of Agent Caidenn, along with camera footage of the entire team. Documentation of the transmissions regarding these events appear to indicate that President Choi was forced to step down from his position briefly.
After several days of deliberation, Shock was reunited with his team. While in captivity, Shock was tortured and interrogated relentlessly. He refused to surrender his team, even while his eyes were being cut out. Blind, but determined, Shock killed every Russian operative in the base and destroyed all records of Agent Caidenn and Team Alpha, setting the base to auto-destruct on his way out.
In the months following the Russian mission, Shock was surgically implanted with vision neurones, a technology invented by Coy Siler in partnership with Bofftech, designed to emulate sight artificially. The Russians blamed America for the destruction of one of their most secret facilities, however, without proof, were unable to retaliate.
Shock was awarded classified medals and distinctions, earning the leadership role of Team Alpha. The Reaper departed the team on good terms and now commands Team Beta.
Agent Caidenn was added to the team and, from there, the mission success continued. However, details for missions taking place between 2001 and 2004 are almost non-existent.
In November 2004, Vice President Dennis Tasker sent Team Alpha – now consisting of six members – on a routine classified mission to a place called P’zare Citadel. Again, not much is known about what transpired.
What is known, is that the team returned with only four surviving members. Caidenn was badly injured during the mission, but was alive. However his limbs and parts of his head suffered irreparable damage. To prevent him from dying, the U.S. government and the U.K. government came to a trade agreement.
It is still unknown exactly what happened or how Caidenn’s life was saved, but he returned from the U.K. in a large metal suit of armour, which he can exit, but rarely does.
In 2006, dozens of portals opened up around Earth, leading to an assault on the world’s most populated cities. Team Alpha were once again called upon to embark on a mission beyond the portals.
President Fred Hedge hand-picked three soldiers from the U.K. to accompany Team Alpha on their mission…
